Forum moving navbar tabs/links into upper header

If this link is still displaying 2 navbars, then I have not yet worked out the solution. (The link is to the test site, not the live site.)

I'd like to re-arrange the header/navbar area and move the navbar tabs & text links into the upper right area where the user links are now. (I have a solution for where the user links are going, that's not part of the question just now.) I have things placed where I want them. The code for the tabs/links is exactly copied into a table inserted into the ad_header_logo. However, although I've tried various things, the "Home" and "Blog" buttons do not show up in that location, although the same code does display in the navbar area.


Have reviewed the code for unclosed tabs and don't find any issues. In my webuilder I combined the header, ad_header_logo and navbar code to review again how it fits, and did not find any unclosed tags.
