Reporting Turn Off Grouping of Reports of Same post

First report of post A - Creates a new thread in report forum (Thread A).
Consecutive reports of post A - Creates a new post within Thread A.

I want the ability to turn this feature off so that all reports start a new thread.

Why?
In my forum mods/admins can see all report threads, but users are only allowed to see their own report threads.
If two users report the same post and they go into the same thread only the thread starter (first person to report said post) can see that thread.

My mods often need to be able to communicate with my users when they report something. __DEFINE_LIKE_SHARE__
