Forum RSS (Feed socket/php error?)

I am not new to using feeds. I attempted to set a feed bot to post in a designated forums on my site. When I attempt to update I get the following error messages:

Warning: fsockopen() [function.fsockopen]: unable to connect to newsrss.bbc.co.uk:80 (Connection timed out) in [path]/includes/class_rss_poster.php on line 98

Warning: Unable to fetch RSS Feed in [path]/includes/class_rss_poster.php on line 231


I know the links are good and I know my host support it. The socket/site above is irrelevant, all the feeds come back with similar messages, just their respective hosts. I have a alternate site on my host running Drupal that utilizes External feeds and it works like a champ. Is it permission error? A minor tweak? I looked everywhere for a similar issue/thread but I guess I am alone on this one. __DEFINE_LIKE_SHARE__
