Forum Reputation Broken for Admins

This is happening on a fresh install of vBulletin with no plugins and no styles installed.

I turned on Reputation in the Usergroup Manager and then I modified the admin user's Reputation Level to 500.

All my posts under the admin show a grey box with a tooltip that says "[Admin name] has disabled reputation". When I set the Reputation level to 500 for a non-admin user, I get the green boxes as expected.

I have no idea what I've doing wrong. I had the same exact problem with 3.8, which my only solution there was add all Adminstrators to the "Registered Users" account (which had identical Reputation settings in the Usergroup manager). But even that isn't working now.
