CMS CMS Sections do not display articles as documented when using list.php

The problem:
This works except when viewing section content in list.php. For example, clicking on the "View All" link in any CMS section (Which is displayed below all of articles on any section page in CMS).

So - Clicking on any section in the Section Widget works fine like this.
www.example.com/content.php/section-name
Displays all articles in section AND articles in sub-sections.

But - Clicking the "View All" link in any CMS Section page does not work fine.

www.example.com/list.php/section/section-name
Displays articles in section ONLY and not articles in sub-sections.

Is this a bug or by design? It is confusing for visitors to have the "View All" link display different content than the link to the same section in the Section Widget. __DEFINE_LIKE_SHARE__
