Suite Absolute newbie - Stuck on Step 5 of new installation

Hello, I am absolutely new to web design, hosting, servers, and forum installations so please be gentle.

I have begun installation of vBulletin 4 (ordered this morning) and am stuck at Step 5.

This is what it says:

Step 5) Inserting Default Data

• Inserting default data into adminutil Database error The database has encountered a problem. Please try the following:
  • Load the page again by clicking the Refresh button in your web browser.
  • Open the dobforum.com home page, then try to open another page.
  • Click the Back button to try another link.
  The dobforum.com forum technical staff have been notified of the error, though you may contact them if the problem persists.
  We apologise for any inconvenience.

If I do try to reopen the link as it says I get this:

2. The datastore cache may have been corrupted. Run Rebuild Bitfields from tools.php, which you can upload from the do_not_upload folder of the vBulletin package.

What is going on wrong here? I'm not sure how to 1.) run a script, or 2.) run the Rebuild Bitfields from tools.php

Any ideas? I'm beginning to regret this because I thought it was basically a plug and play installation process, which is why I went ahead and placed the order, but has taken me 7 hours so far.............
