Forum Special file/folder permissions ?

Hi
Recently I have moved to a new host. Since then some there have been some minor problems, for example editor buttons do not work in Chrome , forum loading seems to be incomplete most of the time and the browser stops loading and it feels so slow ( As I have another site on the same server and it is fast reasonably ).

After the move some file/folder permissions have been reset, hence I think at least some of my problems have been caused by these permissions. So my question is that are there any special file/folder permissions in vBulletin at all that prevents some scripts or files from loading on my site?
