User Still has Super Moderator Rights

I have a user that was a super moderator but due to their own actions I revoked their status and demoted them to a moderator.

Today they were able to ban a user which under the current group they shouldn't have been able to do* I logged in as this user and under the Mod CP they can actually ban users.

I changed the user down to a Full Member but they still had all super mod priveledges. I removed them as a moderator from any forum and it was only then that they were unable to access the Mod CP panel.

Once I moved them back into my moderator group they have super moderator access* how do I stop them getting this access __DEFINE_LIKE_SHARE__
