AdminCP is...broken?

Hey everyone*

I've been trying to fix the admin cp for weeks now through FTP* and nothing I do can fix it.

The funny thing is* I haven't logged on the FTP server a while before the problem happened.


Here's a screenshot of my problem* I prefer not to show the domain name:



When I try to log in through the link* firefox* chrome* and IE all give me a download pop up for the index.php file.

I checked the /admincp/index.php* and I'm guessing some code has been corrupted or something... how can I compare what it is supposed to look like?

Or maybe I'm looking at the wrong index.php and instead I should look at /forums/index.php ??

More Info:
I use WinSCP* vBulletin v. 3.8.2* and can't update it since I don't have access to adminCP because of this problem! __DEFINE_LIKE_SHARE__
