Attachment file permissions?

First off* vb attachments seem to be working just fine. The problem I'm having is with my add-ons* which I know won't be supported here - I have those developers looking into it too. But I'm noticing that the add-ons which store attachments are having trouble creating thumbnails. Specifically* the uploaded image files are being stored with CHMOD permissions of 600.


Now* I'm not asking for help with the add-ons* I'm simply hoping to find out if this is something vb is forcing* or if maybe the server could be doing it. The directories these files are being stored in are set to 777. And if I go in and set all files in those directories to 777* the thumbnails show up. But all new uploaded files get set to 600. Is there a config setting in vb or coding that makes this happen and would override other vb add-ons? This only just became a problem when I upgraded from 3.6.8 to 3.8.4.
