Harrassment from other communities

One of the reasons I left my free forum* was that I was harassed by a group of trolls who knew my free forum had very little security precautions.


I was hoping the following questions could be answered by the other members on here.

1. Does vBulletin offer a word filter? I mean a tool that lets you enter a url* so when ever someone tries to hyperlink a spammers site* it either posts a warning message or redirects them someone else?

2. Does vBulletin offer Admin Approval? So my staff can IP check the new registrants and make sure the banned members from my previous site aren't trying to follow me over?

I'm just looking for a fresh start here and any advise would be immensely appreciated. __DEFINE_LIKE_SHARE__
