How to update a module?

A lot of these modules are crusty and could use some updates.


Ex:

* Notes module should be able to be disabled from CP.

* Phatform module should allow for more dynamic display of required fields rather than forcing the red star. It would be improved if it had a dynamic form template that could be applied to individual forms rather than being constructed piece meal like now. Multi-column form layouts* for example would be nice in this erra of wider browser averages. Its GUI is crusty too.

* Users mod should be able to be extensible* or I should be able to submit a revised users mod that allows for a more rails-style users table. Rolodex isn't appropriate for my app* so I ended up hacking the users mod and disabling updates to it. For example* I want to validate by email addresses and eliminate user names. Many user related functions call on user records by the user name instead of the record id which is...constraining. I might fix all this and supply a new users mod...how should I proceed?

Since this is all open source* I should be able to contribute* right? __DEFINE_LIKE_SHARE__
