Forum 4.1.9 to 4.2.0 additional.css problem

I have some custom styles in my additional.css file. Upon upgrading my test version of my forum they are not implemented. Is there a change that Im not aware of? I have both sites duplicated using same style. Using my browser inspector the correct div's are in place, but no styling when viewing the properties of that element.

Is this the correct place for my custom style to be anyways? If I want my custom look and feel so you could simply upload it to any forum (given its 4.x) so it would look right, where would I put all the css at for that to stay together?
