How could I download only the users that want receive e-mails from administrator? (2?)

Last week I asked the following question:

The solution they gave me was to use the following query:

"SELECT * FROM user WHERE options & 16;"


... but after following the instructions I realize that banned users were also receiving the e-mail.


Does someone know how to do the correct query for not including banned users and users who do not want to receive e-mails from administrator?
