Forum Moved Forum to another host, can't login at all

I moved my forum to another host and now I cannot login to the forum, or the control panel.

I have tried to log in with my other alias usernames that I set up for the forum, and those users are not able to log in either. However, when I do try to log in, it shows the names of the users as being logged in as active users at the bottom of the forum, even though they are not logged in at all.

I tried the tools.php to try to reset everything and this still does not work.
I did a fresh install again with another fresh downloaded database from my other hosting account in case it got corrupted, and this did not work either.

I was running 4.03 level 1 patch, so I decided to upgrade to 4.04 level 1 patch.
I uploaded the latest version to my server and ran an 4.04 upgrade to my 4.03 database.

Something is strange because everytime I refresh my page, it adds another guest as being online. For example, it shows 26 guests online, then I refresh the page and it shows 27, then 28 with another refresh....

Any help I can get would be greatly appreciated.... __DEFINE_LIKE_SHARE__
