Illegal charset in VB Control panel and also in upgrad.php
 

Hello, I have been facing a problem of illegal characters occuring in the forum lately and I decided to upgrade for forum so that It might fix the issue with these charset errors.
I'm unble to even upgrade to 3.84+ to upgrade to 4.0+ VB.

It just does not load, I have created a ticket also but the response time is way way to slow which is giving the board lot of downtime.

I have checked with MYSQL DB Collation also which is latin1_swedish_ci.
Also the entire tables of the db are latin1_swedish_ci

I want to fix this issue and start the board again.
Also please remove the above link once the error is noted.
