Admin CP General settings view for all "groups" and "forums" access permissions.
 

Imagine the following situation. Someone have 50 addons, wich defines additional functionality, with sertain permissions for groups and forums.

Usually, each addon has personal settings page, and permissions are defined in input box in following way:

"groups have access to this addon: 1,4,5,7"
"forum have access to this addon: 53,24,17,38,..."

Now problem:

You add new groups, or new forum. How to check, that all permissions are updated?

Currently, the only way is:

1. Мanually visit ALL settings pages.
2. Check, if page contains settings for groups or forums permissions.
3. Check if somerthing should be fixed.

That's very ineffective, and cause human errors.

I think, we need to improve usability in this area. I don't know the best and easy way to do it. May be, settings API can be improved in following way:

1. Allow to genegate single page, where ONLY groups/forums permissions (for all mods) are shown.

2. Allow "generalised" setting, that gan be used simultaneously in all mods. So, when global value is changed, when all dependend mod setting are updated.

Probably, I'm not right. That's just an idea.
