No Submit Button in Admin..! & attacked

Can anyone help me..?

* I have 2 probems.

* I am still using V.Bulletin V 3.7 I know I have to upgrade it to the latest version but don't know how to..?

1- In the Admin inside V.Bulletin - I do NOT get the Submit button just below where you enter the UID & PWD for the administrator. I get this:-
