No User Edit Button
 

I have been thru and thru all of my settings and searched every goole result for this problem and did everything in the maintence catagories as well as I verified that the user setting does allow for edit of own posts and none of my users can edit any part of their posts at any time...... currently there is no time restriction but i wish to have one once this problem is resolved and set to 1 hour.... but the only people that can do any kind of edit is ADMIN and Super Mods..... for everybody else the edit button diesnt even exist on their screen.... any ideas..
