The Iran-Iraq War had been raging for almost seven years and fears of an Iranian victory drove the pro-US monarchies of the Persian Gulf—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE)—to back Iraq with aid and trade agreements.
