In 2003, the six nations comprising the Gulf Cooperation Council -- Saudi Arabia, the U.A.E., Kuwait, Qatar, Bahrain and Oman -- began weighing a regional plan to build a pipeline from southern Iraq through Kuwait and Saudi Arabia to Oman.
