Database Error Issue uploading PDF files

I am using Vbulletin version 3.7.4, with file attachments being stored in the database. If I try and upload a pdf file that is in the 500 kb range it uploads just fine. But if i try to upload a 9.26 MB file I end up getting a database error displayed like you see in the attached screenshot. On top of that, It locks up my computer, It wont let me scroll down to see what the rest of the error message is, it keeps literally accumulating a bunch of weird code in the database error box toward the bottom as seen in the screen shot. I can barely get the box to close using end task in the task manager but finally manage to get it to close.

I have the thumbnail setting for pdf files disabled.

Anyone know what the heck is going on here. I have never experienced this type of issue with attachments in vbulletin, this is new to me. Did Jelsoft add some new features or change some code in the software...

Any help is greatly appreciated.
