Approval (Moderation) Support "delete" rather than "physicall delete" when moderating new threads
 

When moderating an already posted thread vB makes the distinction between "delete" (still visible to mods) and "physically delete". This is really useful, because it lets other forums staff review the decision made by the moderator who deleted the thread.

However, when approving a new thread if the moderator selects "delete" the thread seems to be "physically deleted". It should offer the same options - "delete" or "physically delete", based on their permissions. If they have permission to do both then ideally it should offer both options.
