Server load very heavy and server too busy message everyday
 

I'm running a dedicated server and still have a lot of problems with running the forum, the server too busy message keep coming everyday.

Here at this moment the server load averages:
Server Load Averages17.31 10.33 5.99 | 183 Users Online (39 members and 144 guests)

And this also gives server too busy message.

I'm not sure what causes this, i don't think those are too many people online at the same time. Member do post pictures and normal posts that's about it. Apart from the forum the normal html website runs normal at fast speed.

So maybe the database or some malfunctions somewhere?

I would be happy if someone can give me some tips what to do.
