Public expenditure on education as a percentage of GDP between 2006 and 2009 has been the highest in Saudi Arabia at 5 percent, with 4.5 percent in Bahrain, 3.3 percent in Kuwait, 3 percent in Oman, 2.8 percent in the UAE, and 2.5 percent in Qatar.
