Kuwait's Viva says that it has launched a HSPA+ upgrade offering theoretical peak download rates of up to 42.2Mbps. Digicel Jamaica says that one million customers have signed up for its new 'One Rate' option of JA$8.99 for calls to any number on any local network at any time.
