“For oil-producing sovereigns of the Persian Gulf Cooperation Council -- Saudi Arabia, U.A.E., Qatar, Kuwait, Oman, and to a lesser extent, Bahrain -- higher oil prices would actually be beneficial,” said Elliot Hentov, an S&P credit analyst in Dubai.
