Random appearance of "message to user" in Infractions
 

We cannot pinpoint exactly when/why this happens, but *sometimes" when using the infraction system there isn't a message to user text box appearing. It appears totally random, there doesn't seem to be anything that we do to trigger this.

Any thoughts?
