S&P on Aug. 31 affirmed Russia’s BBB rating, the second-lowest investment-grade rate, on par with Bulgaria, Bahrain and Peru. Brazil’s credit rating was raised one level to BBB on Nov. 17 at S&P, matching a move by Moody’s earlier this year.
