Nested if to test two conditions
 

We have a simple little recognition banner for our organization members that displays in the postbit.

It is controlled by a valid membership number and a flag for whether of not they want it displayed. Both are in user fields. The code I have in the postbit template is:

This was working for a while, but suddenly stopped working today when I was doing a little work to add a second nav bar to the page display. The nav bar code is working and in any case it is only in a couple of styles and this fragment stopped in all of them.

Most of my users report that the banner has disappeared. It disappeared for me for a while, but is now back if I am using FireFox. It does not display at all if IE7 is used.

Is there a coding error in this little fragment? Is it OK to nest the if's like this?

Can anyone help me figure this out?
