1. Contents of this Message
In this message, I will talk about briefly about myself in relation to work, my country's Arab Spring which has already turned into a hot summer, and will conclude with a humanitarian appeal.

2. Introduction: The Appointment and the establishing of the IT infrastructure
My name is Sayed Jalal Naser, I joined the Shura Council, the upper house of Bahrain’s parliament, just after the country declare a Kingdom in 2002, where I was the first IT professional to be recruited in the General Secretariat of the Shura Council. At that time, the Shura Council was still using old fashioned cassette tapes to record and store their proceedings (Sample presented), and almost all of its operations were done manually. I have put the first strategic plan for the introduction of Information Technologies in both of the houses of the parliament, as the lower house has not been elected yet at that time, and its building was under construction.

3. Master degree and international learning
After establishing the IT infrastructure, I have been awarded a Chevening Scholarship, a prestigious scholarship funded by the UK government, by which means I have finished my Master degree. During this course I devised a very leading e-parliament model that I have applied in the Shura council.

Al-Ayam newspaper published at that time that the Shura council is to apply an e-parliament initiation, where it described my e-Parliament model (a copy of the article is presented). At that same time I have presented my Master's Thesis to the former Chairman of the Shura council and the Chairman of the lower house (Photos with the two chairmen presented).

During that era I have visited many parliaments to learn from their best practices in boosting the parliamentary work, especially by means of IT implementations (Remaining photos presented).




4. Phd research and related ambitious work plan

After fully establishing the directorate with its different departments, I have won a fully sponsored scholarship to study for the PhD in the UK. This merit-based scholarship was from the Islamic Development bank, which belongs to the Islamic Conference. I have finished my PhD project, and defended its thesis, where I am currently waiting to be awarded the Phd degree upon the approval of some normal corrections that I have been asked to make to the thesis.

In January 2011, I have returned to Bahrain and rejoined my work with an ambitious plan to put Bahrain among the leading countries applying IT in supporting the parliamentary work. This plan is based on my Phd study, during which I have interviewed almost half of the parliament members from both of the houses, including a vice chairman from each house of the parliament.


5. Living the Bahrain’s Arab Spring
Shortly after my arrival to Bahrain, however, the Arab Spring movements erupted to reach my country Bahrain almost instantly, which was not an aberration for this small island nation anyway.

Events moved too fast, and despite my special consideration in relation to my work position that have I described earlier, I suddenly found myself dismissed from my work as part of associated mass sackings. However, as I was watching in disbelief the dramatic developments unfolding in my country, I considered my case to be relatively insignificant.




6. The warning of a New Karbala

These shocking events brought into my mind a statement made by the Turkish Prime minister, Mr Erdogan that contains a warning of a "new Karbala" happening in Bahrain. The tragedy of Karbala in which the Prophet's Grandson, Imam Hussain (as), and his family were martyred by the tyrannical Umayyad Caliph Yazid I, took place in the seventh century. Needless to say that Mr. Erdogan's insightful warning has not been heeded…and I'd like to recall here the famous saying " كل يوم عاشوراء وكل أرض كربلاء "; "Every day is Ashura, and every land is Karbala", where Ashura, which literally means the "Tenth" in Arabic, refers to the tenth day of the Islamic of Muharram, the day in which the battle of Karbala took place.

As in his loneliness in that scorching desert of Karbala, imam Hussain called out:
ألا هل من ناصر ينصرنا Is there anyone to help us?

The people of Bahrain, who are small in number, and who yearn to justice and dignity are also calling out with these same words of this great imam, who became a symbol of these high human values, for people from different cultures, religions and backgrounds from all around the world.

These are my little daughters. They are granddaughters of Imam Hussain, as I am Sayed, descending form imam Hussain, and their mother is also descending from Imam Hussain. They have the right to enjoy the wealth of their country. And this country of old history of great civilizations has the right to be developed by its own people…It has the right to benefit from my experience and the many years I spent abroad learning and training.






7. Humanitarian Appeal

So why should I have to hit the streets as an unemployed person looking for a new job?! I won't. I have a right. And my people, who are peaceful people demanding freedom and equality with non-violent means, have rights too. The community of civilized nations has a moral responsibility toward these people. This is an appeal to the international conscience and to secretary general of the United Nations for helping with this humanitarian situation.

مقدمة حول التعيين في مجلس الشورى وإنشاء البنية التحتية لتقنية المعلومات هناك:
اسمي سيد جلال سلمان حسن ناصر، التحقت بمجلس الشورى، المجلس الأعلى بالبرلمان البحريني، وهو مجلس معين، بعد فترة وجيزة من إعلان الملكية وذلك في عام 2002، حيث كنت أول أخصائي تقنية معلومات يتم توظيفه بالأمانة العامة لمجلس الشورى. في ذلك الوقت كان مجلس الشورى لايزال يستخدم نوع من أشرطة التسجيل القديمة لتسجيل وتخزين مداولاته (تم عرض نموذج)، ومعظم أعمال المجلس كانت تتم بشكل يدوي بحت. لقد كنت أنا من وضع الخطة الإستراتيجية الأولى لتقنية المعلومات بمجلسي الشورى والنواب، حيث أن مجلس النواب لم يتم انتخابه بعد في ذلك الوقت، كما أن مبنى النواب كان لا يزال تحت الإنشاء.

الحصول على شهادة الماجستير والاستفادة من التجارب الدولية في المجال البرلماني:
بعد إنشاء البنية التحتية لتقنية المعلومات بالمجلسين، منحت بعثة "شفننك" وهي بعثة مرموقة جداً ممولة من قبل الحكومة البريطانية للدراسة في بريطانيا. وبفضل هذه البعثة حصلت على شهادة الماجستير. وخلال هذه الدراسة قمت بتطوير نموذج رائد للبرلمان الإلكتروني، ومن ثم قمت بتطبيق هذا النموذج بمجلس الشورى.



نشرت جريدة الأيام في ذلك الوقت مقالاً حول تبني مجلس الشورى لاستراتيجية لتطبيق البرلمان الإلكتروني، حيث تم شرح النموذج الذي قمت أنا بتطويره (تم عرض نسخة من المقال). في الفترة نفسها، قمت بتقديم نسخة من رسالة المجستير للرئيس السابق لمجلس الشورى الدكتور فيصل الموسوي، ونسخة أخرى لرئيس مجلس النواب السيد خليفة الظهراني، وهو رئيس الحوار الوطني بالبحرين (تم عرض صورتين).

في خلال تلك المرحلة، قمت بزيارة عدة برلمانات حول العالم وذلك للاستفادة من تجاربها في مجال سبل دعم العمل البرلماني؛ وخصوصاً عبر تطبيق تقنيات المعلومات (تم عرض بعض الصور).

وضع خطة طموحة لتطوير العمل عبر بحث دكتوراة:
بعد الانتهاء من تأسيس الإدارة بمختلف أقسامها، فزت ببعثة لدراسة الدكتوراة ببريطانيا بناءاً على تفوقي الأكاديمي. هذه البعثة الشاملة التمويل مقدمة من بنك التنمية الإسلامي التابع لمنظمة المؤتمر الإسلامي. ولقد انتهيت من مشروع البحث وتمت مناقشة رسالة الدكتوراة، حيث أنتظر حاليا الحصول على شهادة الدكتوراة، بمجرد اعتماد تصحيحات معتادة تم طلب إدخالها على الرسالة.

في شهرشهر يناير 2011 عدت للبحرين وللعمل حاملاً خطة طموحة لوضع البحرين في مقدمة الدول على مستوى العالم في مجال تطبيق تقنية المعلومات في دعم العمل البرلماني. هذه الخطة معتمدة على بحث الدكتوراة والذي قمت خلاله بمقابلة قرابة نصف أعضاء البرلمان من المجلسين، بما في ذلك نائب للرئيس من كل مجلس.

ربيع الثورات العربية في البحرين:
بعد فترة وجيزة من رجوعي للبحرين، انطلقت حركات ربيع الثورات العربية لتصل للبحرين مباشرة تقريبا، وهذا ليس بالمستغرب بالنسبة لهذا البلد الصغير.

الأحداث تطورت بشكل سريع، ورغم الاعتبارات الخاصة بالنسبة لي فيما يتعلق بعملي كما وصفت آنفا، وجدت نفسي وبشكل مفاجئ مفصول من عملي ضمن عمليات الفصل الجماعي المتعلقة. إلا أنني عند متابعتي وأنا لا أكاد أصدق ما تراه عيناي للتطورات الدراماتيكية في بلدي، اعتبرت بأن قضيتي قليلة الأهمية نسبيا.

تصريح السيد أردوغان حول كربلاء جديدة في البحرين:
هذه الأحداث الباعثة للذهول أعادت بذهني تصريح لسعادة رئيس الوزراء التركي السيد رجب طيب أردوغان تحوي تحذيراًً من "كربلاء جديدة" بالبحرين. فاجعة كربلاء والتي استشهد فيها سبط الني محمد صلى الله عليه وآله؛ الإمام الحسين وأهل بيته، من قبل الحاكم الأموي الطاغي ، أو ما يسمى بالخليفة، يزيد الأول، حدثت بالقرن السابع. لا داعي للتأكيد أن التحذير المستنير للسيد أردوغان لم يتم اتباعه، وكما ورد بالمقولة المشهورة "كل يوم عاشوراء وكل أرض كربلاء". وكلمة عاشوراء تعني لفظياً "العاشر"، وتشير لليوم العاشر من الشهر الإسلامي محرم، والذي استشهد به الإمام الحسين وأهل بيته.

كما كان الإمام الحسين في وحدته في تلك الصحراء الملتهبة نادى: "هل من ناصر ينصرنا".

فإن شعب البحرين،التواق للعدالة والكرامة، ينادي كذلك بنفس كلمات ذلك الإمام الذي أصبح رمزاً لتلك القيم الإنسانية العليا، لأناس من مختلف الثقافات والأديان والخلفيات؛ من مختلف أنحاء العالم .

إن هؤلاء الصغار هن بناتي، إنهن حفيدات الإمام الحسين من طرفي والديهما، حيث أنني سيد أنحدر من طرف الإمام الحسين وكذلك والدتهما. إن لهؤلاء الصغيرات الحق في الاستمتاع بثروة هذا البلد. وهذا البلد ذو التأريخ القديم من الحضارات العريقة له الحق في أن يبنى من قبل نفس أبنائه...إن له الحق في أن يستفيد من خبراتي والسنوات العديدة التي قضيتها بالخارج أدرس وأتدرب.

مناشدة إنسانية:
إذاً لماذا يجب أن أنزل للشارع كعاطل عن العمل يبحث عن وظيفة جديدة؟! لن أفعل ذلك. إن لي حق. وهؤلاء الناس المسالمون الذين ينشدون الحرية والمساواة بوسائل غير عنيفة لهم حقوق كذلك. مجتمع الأمم المتحضرة عليه مسؤولية تجاه هؤلاء الناس. هذه مناشدة للضمير العالمي وللأمين العام للأمم المتحدة للمساعدة في هذا الوضع الإنساني.
