How do I fix the "Reply to Thread" button?

Surely it can't be designed this way - to require a double click to get to the full reply editor.

This would make no sense at all. The quick reply is already right there, and if I've read to the bottom of the page, it's only a 1/4 inch away, why would I click a button to move me a 1/4 inch down the page.

I suspect not a single person using my site knows they now need to double click the button they've always simply clicked.
