#1 created usergroup "moderated users"
#2 set New Posts Bypass Moderation Queue to "NO"
#3 put user a into this usergroup as primary user, he has no secondary usergroups
#4 Still this user can post without having his posts going to the moderation queue.

What have I done wrong?
