allow admin/mods to use their own set of icons.

I would like to be able to allow admin/mods to use certain
icons that would clearly identify them as admin/mod.
I have icon sets, but if upload them the normal way, then
they would display to all...is there a way to limit certain
icons/smiles to admin/mods?

I do not mean allow them to use their own, but use smiles/icons
based on set permissions that would allow them use of those smiles/icons.
