Can I customize all graphics and layout?
 

I'm a possible new customer. I need to be able to change the graphics and probably the layout a little of the forum. Can I do this with vBulletin 4.0 forum classic, or do I need the 4.0 publishing suite? I'm a web designer and know php, html, css etc. Thanks.
