When I purchase VB4.0, can I download VB3 also?

I'm having this question in my mind for a long time and it's confusing since it wasn't mentioned in the FAQ ..

If I purchase a license for 4.0 forum or suit .. will I be able to download use the same license for 3.0 versions?
