CMS Two issues with CMS Permissions
 

Two problems:

1) The ability to "Create Content" exists here:

ACP > Usergroup Manager > Usergroup > Content Management Permissions > Can Create Content

and also, in a totally different interface at:

ACP > vBulletin CMS > Permissions. There's a column there for "Create Content"

What's the difference / which one trumps?

2) Also, in the latter interface, I granted a usergroup "Can Use HTML" but did not allow them to publish. Doesn't seem to work; they can't use HTML. Why is that?
