CMS Cannot insert images
 

I am working on two different installations and attempting to insert images into CMS articles.

On one I can insert images fine by uploading (I get an option to either upload or give a URL),

but on the other I don't get an option to upload the image, only to enter a URL:

I know there are/were issues with Safari, so I'm using Firefox.

Can anyone help please
