as a place holder for articles, it shouldn't be accessible for members except for those involved in running the forum ? shouldn't the default permissions be for Admins and Moderators ?

IIRC before 4.0.5, members can see and access the forum; after upgrading to 4.0.5, members are complaining that they cannot access the forum
