Adding Polls to Existing Threads - not working
 

I realize that what I'm looking for in the Control Panel is:

AdminCP -> vBulletin Options -> vBulletin Options -> Message Posting and Editing Options ->Time Limit on Adding a Poll to a Thread

I've had this set to 0, which I've always thought meant users can add a poll to an existing thread at any time.

However it now appears they cannot add a poll at all.

What *should* the setting actually be?

All user groups are correctly set to create polls. I'm stumped.
