CMS CMS tab not displaying
 

When I launch the homepage when not logged in or I'm logged in as a registered user my CMS tab is not showing.

When I then click the Forum tab the CMS is displayed.

I do recall changing a plugin for where a tab is displayed, but sure this would not effect only certain logged in people

Any ideas?
