CMS Recent Articles block behaving oddly.
 

Not really sure if this is a CMS or Forum issue.

The Recent Articles block which displays on the Forum page has been doing strange things.
First is that it is escaping quotes, while the Main page displays the actual quote in Article Title.
Example would be [Five signs that you are one of those "cat ladies"] Main page would show "cat lady" in quotes, while Recent Articles block shows ["cat ladies"]

Second problem is that ~some~ users in the Registered User group have to go out to the Main page and click on the link to access the article. When they click on the Block version, they get an insufficient permissions notice. I've tried to recreate this using a basic Registered User account, and have not been sucessful in doing so. The problem is random, and isolated to just a few members.
