Cannot access admin since moving host
 

I recently moved to a new host and have finally managed to get the site working but with the following problems:

1. I get a string of funny characters on the top line of ALL screens including tools.php.
2. The login panel for admincp does not come up thus I cannot log into admin.

Attempted fixes:

1. Used tools.php to reset cookies path and domain - not fixed.
2. Reset admin user - not fixed.

Nothing has changed apart from moving the files over to the new server and setting up the database and connections.

Would be most grateful for any help.
