Forum Help With Error (Warning: Cannot modify header information)

Ever since upgrading to VB4 I keep getting an error. The error comes and goes and it usually happens when I visit the "Whats New?" page. I beleive it may have stopped when I disabled all plugins. However, I am not sure as the error comes and goes.

I have removed all plugins and now all is two plugins installed. Both VB4 plugins...

I re-uploaded the functions.php file to no effect.
