Help me build a board.
 

I have an idea to start a message board, the money set aside to do it. But I often get lost in the technical aspects when I read threads here on how to do it.

Let's start here:
I have the money to pay for vBulletin
I have the idea.
I'm running a Macbook

Can anyone give me step one on what I need to be doing?
