Suite Installation fails with no error at step two (Connect to the Database)
 

I am trying to install vBulletin 4.0.4 CMS, and the installation seems to break at step two. Chrome simply stops loading, and Firefox says "The connection to the server was reset". I am getting similar behavior from PHPMyAdmin, and I think it may be something wrong with my PHP configuration. I am using PHP 5.2.12, and Apache 2.2.15 on Windows Server 2008 R2. I have had this issue multiple times in the past with PHPMyAdmin, but I can't remember how or if I fixed the issue.
