Problem with letters - some not showing after importing phpbb to vb
 

I imported phpbb board to vb 3.8.5 but 3 from 5 croatian speclial characters are not showing correctly.
From đčć?? only ?? work fine.

All new posts work fine with all those letters and croatian translation work fine with all letters.
Problem is only with imported theards and usernames.

Database is set to utf8 and I bolive that config file was also set to utf8. On admin panel is also language set to utf8.

Does anyone have idea hove to fix this?
