Why is it that "newthread_post_complete" doesn't generate if initiated automatically ...?

In other words, if I use "newthread_post_complete" as a trigger for another event ... it only triggers if an actual user creates a thread ... NOT when another program (like "auto-reply" or "welcome thread") creates a thread.

Do I need to change the hook from "newthread_post_complete" to something else ...?
