Forum Step 7 installation failed with error message

I've had to move server and hosting company as my previous host wiped my site off, am now installing on new hosting company and server, managed to change localhost to the server IP as it wouldnt install with localhost. Now stuck on step 7 as it says there's a file missing, but there is no file in my vb upload folder and I don't have an fcgi-bin just a cgi bin.

Help please! This is driving me crazy. vB installed perfectly on my old hosting company but doesnt want to play on the new one.
