Forum Font edit toolbar missing on new thread post 4.0.3
 

Ive converted over to VB 4.0.3 from phpbb3 and am trying to work all the bugs out.
When someone tries to make a new post, the Edit toolbar is missing. No one can change font, color, size, bold ect.
This toolbar is viewable in thread reply, but not new thread posts.
Can someone give me some suggestions? New to VB myself, but admin panel looks simple enough, just need some help navigating to the right spot.
